I bet loki was looking for who was responsible for his father's death. Harald spend years, trying to change the perception of giants in the world view. So loki couldn't just attack wg in the open without damaging the giants reputation again.
So he did the reverse of harald and attacked world government ships in the fog (instead of protecting them), so that the source of the attacks was unknown and just a rumor. That makes sense, I wondered what loki was up to during his 8 yrs on the sea. If he sought vengeance, it doesn't make sense why he'd not make a beeline to mary geoise. But instead he kept to the shadows so as not to undermine his father's efforts.
