Imu and luffy meet for the first time, and luffy is pissed even while in gear 5. For usopp every enemy is imu. Thats why he is always fighting to death. Thematically and narratively speaking, usopp vs. Imu actually does make a certain amount of sense because they both share the lies aspect in common pursuing their respective goals through falsehoods, half-truths, omissions, exaggerations, and other deceptive and manipulative tactics. Whereas imu orchestrates grand-scale deceptions as a tool of oppression and authoritarianism, however, usopp's lies are intended to uplift and liberate his audience, whoever may be listening at the time. One early and notable example being his long-time girl friend, kaya, who greatly relished usopp's outrageous stories, which entertained amused her, as well as lifting her spirits while struggling with ongoing health issues.
Therefore, in my mind, even if luffy/nika is assuredly the main character to defeat or topple imu, I could also see usopp himself as playing a vital role in that conflict. Just as luffy has the best swordsman, navigator, cook, etc. In his crew, he also has the ultimate liar in usopp, which may be crucial if he is to successfully challenge history's most prolific, experienced, and accomplished liar in imu.
