It probably has something to do with the hito hito fruit and how someone in the past, as a human, wished for a power so humanity could stand up against imu who is some kind of demon king/tyrant.
Maybe the hito hito fruit doesn’t just have the ability to humanize a reindeer like chopper, but also to turn the domi reversi human again. Been a hot minute since we've seen luffy get struck by lightning! Always fun! This was for some reason the panel that made it click for me why he keeps grabbing and throwing lightning in gear 5th. It wasn't just a random cool attack it was because he's immune to it and can do it, maybe even reminds him of enel. He's just using his power to rubberize anything. He could do it to magma too, even though he's not immune, he would presumably still get burned when grabbing it though, but considering it's luffy we're talking about, he'd still do it. The only difference is in whether he's also hurting himself, but the action doesn't require him to be immune to it.
