I think it’s implied that jarul and jorul were kind of the acting stewards/regents until harjudin would return or loki freed. There’s probably some iffy legal stuff with harjudin not being fully recognized. Mind you, while it’s been 60 years for the humans, it hasn’t really been that long for the giants themselves. It's interesting that he asks this, because he even named dorry and brogy kings before domi reversing them.

There's definitely some theme of kinghood/conqueror's when it comes to the themes of the power system. Covenants and domi reversi are kind of dark reflections of conqueror's haki where imu asserts their will on other people to subjugate them. More like toei seeing zoro get oneshot. Oh wait, they'll add something like imu struggling to block it or add more choreography like laser light speed clashing.
I think this chapter shows how the man marked by the flames was marked and how and by what flames. Those were my thoughts as well. I really haven't thought any theories so far about whom he is really hit the mark, the information we were fed about him was to vague to really line up to anyone we knew. So i had assumed it would just be a new character which i still do, we just might know the relevance to the flame part now and how he connects to the world government.
